-Pacifique Plante served the city for three years under the command of Jean Drapeau. After Sarto Fournier became mayor of Montreal (in Canada) in the fall of 1957, Plante was sent back to the police department for a second time. In September 1970, Andréanne Lafond met Pacifique Plante in Mexico, where he had been living in exile since 1958. Pax Plante gives him his impressions of how Montreal police deal with organized crime. Open threats forced Pax Plante to live hidden in Mexico from 1958 onwards. His knowledge of organized crime in Montreal led him to comment on the 1969 report of the Prevost Commission on Organized Crime. This commission, created in January 1967, is the first to study the administration of criminal justice in Quebec. The Prévost report concludes that organized crime is still present in Montreal and Quebec, and that it is linked to the major criminal empires of the United States. The Bourassa government has adopted two recommendations from the Prévost report: the integration of the MUC police forces and the creation of a government inquiry into organized crime.
